Summer power outages possible in California and Texas

Excerpted from Energy and Environment Daily (May 17) – Hannah Northey

Texas and parts of Southern California where a nuclear power plant has been shuttered for more than a year could see power price spikes and potential power outages in what’s expected to be a warmer-than-normal summer, federal regulators warned today.

Construction of new generation in Texas has lagged because of low market prices, dampened by cheap natural gas and the introduction of large amounts of wind, according to NERC’s report. Reduced availability of capital for financing and the uncertainty of environmental regulations have also played a part in stalling new generation, and the Public Utility Commission of Texas is developing solutions to address the problem, NERC said.
